About the ICC

The International Certificate of Competence (ICC) is a useful document for any British boater planning an overseas trip. If a boat owner requires proof of competence when visiting another European Country, the ICC will frequently suffice, and it can also be useful for people wishing to charter.

Within the RYA scheme it falls just below the level of RYA Day Skipper Practical. Therefore, if you already hold either a RYA Day Skipper Practical (Sail) certificate or a Day Skipper Practical (Power) certificate, then you can apply for your ICC using the application form below, without any further tests.

If you do not hold any of the above certificates, but you do have this level of competence already, then you will need to undertake a simple assessment of boat handling skills and collision regulations. This is run over two days for the sail assessment or one day for the motor assessment. If you prefer, it may be carried out on your own boat.

If you are new to boating and wish to achieve this certificate of competence then we recommend that you follow the Essential Navigation and Seamanship online course first. For the sail endorsement, this would be followed by a five day course and an assessment. For the motor endorsement, this would be followed by a three day course and an assessment.

The restrictions of issue and use

The ICC may only be issued to British residents or nationals. A British national can be a British Citizen, a British Overseas Territories citizen, a British national (overseas), a British subject or British protected person.

The RYA have, since February 2011, the RYA have been able to issue the ICC to nationals of the USA or Canada, or a nationals of any country that is not a member of UNECE.

Boating Inland and CEVNI

Code Européen des Voies de Navigation Intérieure (CEVNI) is the code governing navigation on European inland waterways. Signs, rules and procedures for navigating the European inland waterways are all included within CEVNI. Where pleasure craft on coastal waters are expected to abide by the COLREGS, pleasure craft on the inland waterways of Europe are expected to abide by the CEVNI.

The RYA CEVINI test is a short multiple choice paper which may be completed during your practical course with us, or online at your convenience. There are two sections to the test. Section 1: signs and buoyage, and section 2: sound signals, lights and shapes. On each section there are fifteen multiple choice questions, for you must answer eleven correctly per section to pass.

Prior to undertaking this test we recommend reading the RYA European regulations (G17) book, which will also serve as a useful reminder onboard when you travel through the inland waterways.
